OCR: SUMMARY ARGUMENT The issue in this cuse is narrow one whether the Board must deny reinstatement with backpay as re- lief for an unfair labor practice whenever the dis charged employee has testified falsely during Board hearing. While re] jecting such per se rule the Board does not mandate reinstatenent regardless how abusive of the Board processes the employee has been Rather the Board has adopted middle ground that takes into account the need redress unfair labor practices as well as the need protect the ageney and the emplover's interests.
